Working across Tanzania and Nigeria, and later serving in UNHCR refugee camps, he treated displaced populations navigating disease, malnutrition, and the breakdown of local health infrastructure. Twenty-Two Years of Institutional Trust
That grounding followed Eapen into a very different arena: American hospital governance. In November 2004, he became the first Indian ever elected to the board of the Washington Hospital Health District in Fremont, California, and has now served in that capacity for twenty-two years, having been re-elected six times. That tenure stands out in a field where board turnover is typically far shorter, and reflects a level of sustained institutional trust that is uncommon in hospital leadership. That same year, Eapen was also recognized with the Medical Board of California’s First Physicians award, the first time the honor had been given.
A Second Front: Health Policy in Kerala
Eapen’s influence has not stopped at U.S. borders. As a health advisor to the Government of Kerala, he has tried to apply decades of frontline and governance experience to policy
discussions shaping one of India’s most closely watched state healthcare systems, a rare instance of a single physician operating simultaneously inside American hospital governance and Indian state health policy.
